It depends on where you live. In my country, it’s not a big deal. Anyone can make hobby electronics circuits, development boards etc. and sell them. But if you want to export your boards, you’ll definitely need some certifications.

For use in educational and hobby purpose those may not need certificate….but for commercial and industrial use , yes, they need certificate as per standards

Depends on what kind of certification you are asking for. Is it component level or product level? Development boards are targeted for engineers to try firmware and some hardware testing before developing actual application board. Development boards generally do not cover certification aspects. If you are working on development board and want to have that edge in the market prefer to have certification related specifications at the cost of higher board price though.
